HMRC is transforming its relationship with customers through a suite of new digital services. The Department quickly recognised that in needed a scalable cloud-based architecture to support rapid development, while integrating with legacy systems and maintaining strict security controls.

Steve fused together Agile development and programme management to successfully deliver the strategic platform that hosts all of HMRC’s digital services. Steve will describe how he achieved this. This Digital Platform uses a common set of interfaces to HMRC’s legacy systems, and supports core functions for customers using the services, while also offering the Department a common way to implement digital services. It is secure, reliable, flexible and scalable, allowing HMRC to develop new services quickly.

Steve has taken the platform from its first customer back in February 2014 to the present day, hosting 59 digital services and handling 68 million visits in the last 12 months. He will describe how the customer experience has changed.

About the speaker:

Steve RowlandsSteve is responsible for the delivery of HMRC’s Multi-Channel Digital Tax Platform and the operation of HMRC’s digital and online services. These include digital tax accounts, now available to 5 million businesses and 45 million individual taxpayers, and older online services such as Self Assessment and VAT submissions.

Steve led the design and building of HMRC’s new Digital Platform, fusing an Agile approach with strong programme management to deliver great customer services. He is continuing to evolve and improve the platform and its core offerings as the number of customers and services it supports increases.

Steve is a career civil servant and IT Professional with over 30 years’ experience. He started his career as Fortran 77 programmer and has gone to build an enviable track record of delivering transformational IT. Steve is a member of the BCS and APM.
