The Project Manager (Strategic Delivery) is a key delivery role within Strategic Partnerships, Programmes and Policy Directorate, responsible for leading and managing strategic delivery projects. The postholder will work closely with the Director of Strategic Partnerships & Programme Delivery, senior leadership, and cross-functional teams to drive the successful delivery of strategic initiatives that align with BCS’s organisational goals.
With a strong grounding in structured project delivery and a collaborative, pragmatic approach, the Project Manager will take ownership of end-to-end project lifecycles, managing scope, risk, budget, and stakeholder relationships with confidence. Experience within a membership body, professional association, or regulated not-for-profit environment is highly desirable
Key responsibilities:
Project Delivery & Planning
- Lead the end-to-end delivery of strategic projects, ensuring they are delivered on time, within scope, and within budget.
- Develop and maintain detailed project plans, including milestones, dependencies, resource requirements, and critical path analysis.
- Manage project budgets, including forecasting, tracking expenditure, and providing financial reporting to the Director of Strategic Partnerships & Programme Delivery and senior stakeholders.
- Ensure all projects are initiated, planned, executed, and closed in accordance with the BCS’ Programme Management Office’s (PMO) governance framework and delivery standards.
- Identify, assess, and manage project risks and issues, escalating where appropriate and maintaining RAID logs throughout the project lifecycle.
- Manage change control processes, assessing the impact of scope changes on timelines, budgets, and resources.
Stakeholder Engagement & Communication
- Build and maintain effective relationships with internal and external stakeholders, including senior leadership, business owners, technology teams, and third-party suppliers.
- Act as the primary point of contact for project-related communications, providing clear, timely, and accurate updates to all stakeholders.
- Prepare and present project status reports, highlight reports, and governance packs for senior leadership and board-level audiences.
- Translate complex delivery information into accessible language for non-technical stakeholders and business decision-makers.
- Facilitate workshops, project steering groups, and working groups, ensuring outcomes are clearly documented and actions tracked.
Transformation & Change Management
- Support the design and delivery of business change activities associated with transformation programmes, working with business leads to embed new ways of working.
- Contribute to the development of business cases, options appraisals, and post-implementation reviews.
- Champion continuous improvement across project delivery practices, identifying opportunities to enhance efficiency and effectiveness within the PMO.
- Supplier & Resource Management
- Manage relationships with external suppliers and delivery partners, holding them accountable to contractual obligations, quality standards, and delivery milestones.
- Lead on procurement and onboarding of suppliers where required, working within BCS’s procurement governance.
- Work with the Head of PMO to ensure resources are appropriately allocated and planned across the project portfolio.
PMO Contribution
- Contribute to the ongoing development of PMO standards, templates, tools, and processes.
- Support the Head of PMO in maintaining an accurate and up-to-date view of the project portfolio, including status, risks, and financial position.
- Leverage AI and digital productivity tools to accelerate project documentation, reporting, and analysis.
Personal Development
- Actively engage in structured development activities aligned to team needs and personal growth.
- Contribute to knowledge sharing and best practice development within the PMO.
Who are we looking for?
- Educated to degree level or equivalent
- Desirable: a recognised project management qualification (e.g. PRINCE2, APM PMQ, MSP or Agile)
- Significant relevant experience, typically around five years or more, leading projects end to end
- Proven track record of delivering projects on time, within scope and within budget
- Experience managing project budgets, including forecasting, tracking spend and financial reporting
- Experience working within a formal governance framework or PM
- Experience managing external suppliers and delivery partners
- Desirable: experience supporting business change or transformation programmes
- Desirable: experience in a membership body, professional association or regulated not-for-profit
- Strong planning skills, including milestones, dependencies, resourcing and critical path analysis
- Confident risk and issue management, including maintaining RAID logs and escalating appropriately
- Able to manage change control and assess the impact of scope changes on time, cost and resources
- Excellent stakeholder management, building trust with senior leaders, technical teams and partners
- Clear written and verbal communication, able to turn complex delivery information into plain language
- Able to produce high-quality status reports, highlight reports and governance packs for senior and board audiences
- Skilled at facilitating workshops, steering groups and working groups, with actions clearly tracked
- Digitally confident, with an appetite to use AI and productivity tools to improve delivery
- Pragmatic, organised and self-motivated, able to manage competing priorities with limited supervision
- Strong understanding of project lifecycle methods and delivery best practice
- Understanding of business case development, options appraisal and post-implementation review
- Awareness of procurement processes and good supplier governance
- Desirable: understanding of the technology sector or professional bodies
- Flexibility to travel to London and other UK locations
