Synopsis

Post-quantum cryptography is a board-level concern long before it becomes a technical one. The first evening of the Summer of PQC series asks why migration is stalling at the executive level.

Louise Davey introduces the governance framework set out in Quantum How, including fiduciary duty and the Urgency Compass.

Tim D. Williams follows with a diagnostic from his Cyber Science 2026 paper, extending Anderson's 2001 security economics framework to the perverse incentives that delay PQC adoption.

About the speakers

Louise Davey is founder of LDIQ and author of Quantum How, a board-level guidebook to quantum-era governance now in its second edition. A former CTO and COO with an MSc in Physics from McGill, she has more than thirty years of executive and advisory experience translating advanced technology risk into fiduciary, business and resilience terms. Her current work focuses on converting post-quantum complexity into decision-ready information for boards, executives and regulators. Quantum How is freely available via ldiq.ca.

Tim D. Williams (FBCS CITP, MCIIS, MIET, CISSP-ISSAP-ISSEP-ISSMP, ORCID 0000-0002-1788-5736) is co-founder and CTO of ProteQC PQC Advisory Limited and a consultant in the financial services sector. He sits on the BCS ISSG committee. Two of his papers have been accepted for Cyber Science 2026 at Royal Holloway, extending Anderson's security economics framework to PQC and arguing that quantum vulnerability constitutes a financial impairment triggering event. He is currently preparing a PhD by Published Works portfolio.
