Synopsis

For most organisations, the post-quantum threat will arrive as a legal and financial reckoning long before it arrives as a broken cipher. The second evening of the Summer of PQC series asks a blunt question: when quantum harm eventually surfaces, who had the duty to act - and what does waiting actually cost?

About the speakers

Darren Bender is a US litigation attorney working at the intersection of law and quantum security, and the originator of the Post-Quantum Negligence (PQN) framework. He is Co-Founder and Chief Litigation Officer of ProteQC PQC Advisory Limited and Managing Attorney at Zwicker & Associates, with a dual background in law and IT automation following nearly a decade designing high-volume, data-sensitive workflows at First American. His PQN work — featured on PQShield's Shielded: The Last Line of Cyber Defense podcast (over 96,000 views) and available as a working paper on SSRN — applies negligence doctrine, the Learned Hand formula and Mosca's theorem to the timing of PQC migration. Tim D. Williams (FBCS CITP, MCIIS, MIET, CISSP-ISSAP-ISSEP-ISSMP, ORCID 0000-0002-1788-5736) is co-founder and CTO of ProteQC PQC Advisory Limited and a consultant in the financial services sector. He sits on the BCS ISSG committee. Two of his papers have been accepted for Cyber Science 2026 at Royal Holloway, extending Anderson's security economics framework to PQC and arguing that quantum vulnerability constitutes a financial impairment triggering event. He is currently preparing a PhD by Published Works portfolio.
